Frances Espinoza has been the Executive Director of the North Texas Fair Housing Center since its formation and has worked in fair housing for over 13 years. Before joining NTFHC, she was the Executive Director of the Fair Housing Council of San Gabriel Valley and the Housing Rights Center both in the Los Angeles area. Ms. Espinoza received her Bachelor of Arts degree from Pomona College in Claremont, California and her law degree from the UCLA School of Law. While at UCLA she received the Cesar Chavez fellowship. In November 2004, Ms. Espinoza received the Excellence in Leadership Award from the California Association of Nonprofits.

Nashla Kalifa, Project Director, implements NTFHC’s enforcement and outreach programs. Ms. Kalifa received a Bachelor of Arts degree in Political Science from St. Mary’s University in San Antonio. Prior to joining NTFHC, Ms. Kalifa worked as a planner for the City of McKinney where she reviewed development plans and presented proposals to the planning and zoning commission. She was also a board member for Dress for Success Dallas where she led the Professional Women’s Group. She is fluent in Spanish.

Mari Bower, Fair Housing Coordinator, provides housing counseling services and community outreach. She also administers the Home Modifications Program for clients in need of accessibility modifications to their home. Ms. Bower attended the University of Oklahoma, where she received a Bachelor of Arts degree in Social Work, and a Bachelor of Arts degree in International Studies.
